Every vehicle operated upon the streets of the City shall be equipped as required by law. It is unlawful for any person to:
A. Operate a vehicle upon a street of the City which is not equipped as required by law;
B. Fail to use such equipment in the manner required by law, or to use it in a manner prohibited by law;
C. Operate a vehicle which has equipment prohibited by law upon a street in the City; or
D. Operate a vehicle which has an internal combustion engine without a suitable and sufficient muffler. No muffler cut-out or exhaust or vacuum whistle shall be used on any motor vehicle while operating in the City.
