If the village is requested to extend its electric service to a site on which there is no improvement in existence or in process of construction, the village shall compute the cost thereof and the party making request shall pay such sum to the village to be held as a guarantee that a permanent improvement requiring electricity will be erected. Upon completion of such improvement and connection to the village power line, such sum, without interest, shall be refunded.
