Consumers must keep their own service pipes and attachments in order and from being frozen, and no reduction in rates will be made for the time such pipes may be frozen or out of use for any cause other than being shut off by order of the village. If any part of a water connection already established is not wanted for use, the consumer shall so notify the village and have the same disconnected and shall pay the expense of so doing and a proper reduction in rates will be made from that date.
