The owners of all houses, buildings or properties used for human employment, recreation, or other purposes, situated within the village and abutting any street, alley or right-of-way in which there is now located or may in the future be located a water main, or premises which themselves are subject to an easement, if there is situated within the area subject to the easement a water main or lateral, shall be connected to such main or lateral as part of the village water system. This mandatory connection shall be at the expense of the owner of the premises, who shall be required to connect or tap into the water main or lateral with the proper water service connection in accordance with the provisions of this municipal code within 90 days after the date of official notice to do so, provided that a water main or lateral is available.
