Every person taking water supplied through the water system of this village shall permit the village at all hours of the day between 7:00 a.m. and 6:00 p.m. to enter his premises or buildings to examine the pipes and fixtures and the manner in which water is used and must at all times, frankly and without concealment, answer questions relative to its consumption.
