It shall be the duty of the Police Chief, or any other person acting with police authority, to report to the village all cases of leakage of water or waste of the same, and all violations of this chapter or any other ordinance relating to the water system of the village coming to their knowledge, and they shall enforce the observance of the ordinance so far as they have authority so to do.
