(A) The Board of Trustees, with the aid of his or her staff or personnel consultants, shall review the pay schedule annually. They pay schedule for each position shall be determined with due regard to:
(1) Duties.
(2) Authority.
(3) Responsibility.
(4) Qualifications and education required.
(5) Prevailing rates of pay for comparable work in other public and private employment in the area.
(6) The cost of living.
(7) The financial condition of the village.
(8) Other relevant considerations.
(B) The Village Clerk shall submit the proposed plan each fiscal year to the Board of Trustees as an integral part of the annual budget.
