Notices, complaints, decisions and orders required to be served in this title shall be served upon the persons designated either personally or by certified mail with restricted delivery and return receipt at the last known address of the person or persons to be served. If the whereabouts of any person or persons to be served are unknown and the same cannot be ascertained by the building administrator in the exercise of due diligence, the building administrator shall make an affidavit to that effect and the service of same shall be made by publishing the same once a week for two (2) successive weeks in a daily or weekly newspaper of general circulation in the city and posting a copy of same in a conspicuous place in or on the premises affected by the notice, complaint, decision or order and recording a certified copy in the appropriate notice record book in the office of the clerk of the county.
