§ 70.202  BUILDING ADMINISTRATOR; POWERS AND DUTIES
   (A)   The administration of this title shall be the responsibility of the building administrator, who will work in close cooperation with the chief of police, chief of the fire department, county and district heath departments and other officials and agencies and may seek their written or oral opinions concerning the conditions of lands and buildings, whether vacant or occupied.
   (B)   The building administrator shall be free from personal liability for all acts done in good faith in the performance of his official duties.
   (C)   Neither the building administrator nor any of his assistants shall have a financial interest in the furnishing of labor, materials or appliances for the construction, alteration or maintenance of a building or other structure, except where he is the owner, and shall not act as agent for real estate sales, leases and/or rentals.
   (D)   In the performance of his duties the building administrator:
      (1)   Is authorized to conduct surveys and make inspections in any area of the city to determine compliance with this title or with any other ordinance he is empowered to enforce or administer;
      (2)   Shall investigate all complaints written or in the nature of a petition alleging or charging that land or a building or structure is unfit and unsafe for human habitation or other use or that properties are blighted or deteriorated;
      (3)   For the purpose of making such surveys, inspections and investigations, the building administrator is hereby authorized, upon his identification and statement of purpose, to enter, inspect, survey and investigate between the hours of 8:00 a.m. and 5:00 p.m., or at any time that an emergency exists or if requested by the owner or occupant, all lands, buildings, dwellings, dwelling units, rooming units and general premises.  The owner or occupant of same or the person in charge thereof shall give the building administrator free access to all lands, buildings, dwellings, dwelling units, rooming units and general premises for the purpose of such inspection, survey or investigation.
      (4)   Reduce to writing and keep records of all complaints received, reports of all inspections, surveys and investigations, orders and decisions issued, and of any other action taken.  These records shall, when filed, be open to public inspection.  Annually, the building administrator shall make a written statistical report to the City Council, based on the records.
