(A) This chapter shall apply to every lot or tract of land and all buildings and structures, including mobile homes, together with all appurtenances attached thereto, whether vacant or occupied.
(B) In the event a provision of this code is found to be in conflict with any existing code, statute, ordinance or regulation of United States, state or city, the provision which establishes the higher standard shall prevail.
