If any property owner fails to comply with this chapter, the City Council shall have the authority to cause such weeds, brush, grass and other unsuitable vegetation to be cut and removed from the property, and the cost of same shall be charged to the property owner, which shall have the force and effect of a lien and be collectable immediately, with interest at the rate of six percent (6%) per annum after thirty (30) days after date of collectability.
