For the purpose of this article the following definitions shall apply unless the context clearly indicates or requires a different meaning.
“HIGHWAY.” Any public road, street, avenue, alley, boulevard, bridge, viaduct or trestle and the approaches to them.
“PARKING.” Any vehicle left unattended (without an operator in a position from which he can operate the vehicle) shall be considered parked, whether or not the motor is running and whether or not the lights are on.
