§ 22.301 DIRECTOR; APPOINTMENT AND DUTIES
   Under the authority of this article and the provisions of KRS 39.415 the appointment of a director for the city is required. Such official is to be appointed by the Mayor or in the case of a combined city and county program the Butler County judge/executive shall have direct responsibility for the organization, administration and operation of emergency activity in the city, subject to the direction and control of the Mayor and governing body. The director may serve with or without compensation. The director of the Butler County Disaster and Emergency Services is further authorized:
   (A)   To represent the city on all matters pertaining to disaster and emergency services;
   (B)   To coordinate the efforts of all city agencies during emergencies and disasters within the city;
   (C)   To direct and coordinate the development of disaster and emergency plans and programs among city services, agencies and nongovernment agencies in accordance with policies prescribed by state and federal agencies;
   (D)   To procure needed supplies, services and equipment during emergency and disaster situations and to receive and sign for equipment, material, services and funds furnished by or loaned from the federal and state governments.
   (E)   To organize volunteers to serve as members of rescue and recovery squads and coordinate with other volunteer personnel to serve during emergency and disaster situations.
