§ 22.103  QUORUM; APPOINTMENT OF OFFICERS
   (A)   A majority of the Commission shall constitute a quorum at any meeting.
   (B)   The Commission shall annually at the first meeting in January organize by designating one of its members chairman and another secretary.  The chairman shall preside at all meetings when present and shall call special meetings on his own motion or when requested to do so by the other commissioners.  The secretary shall keep a record of the proceedings which shall be available for inspection by any interested person.
   (C)   The Commission shall adopt rules and by-laws for the time and place of its meetings and the conduct thereof.
