(A) There is created a city Utility Commission (hereinafter referred to as the Commission). The Commission shall consist of three (3) to five (5) persons.
(B) The members of the Commission shall be citizens, taxpayers and legal voters of the city and shall not at the time of their appointment be indebted to the city, either directly or indirectly or be the surety on the official bond of any officer of the city. The commissioners shall be persons of outstanding reputation for ability and integrity.
