The automobile owned by the city and used exclusively by the Mayor is hereby declared to be the Mayor's exclusive automobile, and he can go any place he so desires in the automobile and carry any person or persons therein. The operation of the automobile shall be at the expense of the city except during the period of the Mayor's vacation. He may use the automobile for vacation purposes, but he shall pay to the city the sum of twenty-six cents ($.26) per mile for each mile driven for vacation purposes.
