For purposes of this subchapter, VEHICLE shall mean, but shall not be limited to, every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used upon rails or tracks. The term shall further include any farm tractor or farm implements which may be drawn or transported on a public road, any trailer of any type, whether used for the occupancy of people, storage of personal property or for the towing of people or personal property.
