The purpose of this zone is to provide for flexible utilization of land in older developments, such as a downtown area or community center, where some of the established land patterns and uses are nonconforming with respect to basic planned community standards adopted in this chapter. When it is determined to be in the interests of the community to foster appropriate utilization of existing facilities, undersized lots or redevelop blighted areas, a conditional use permit may be used to reduce parking requirements and/or otherwise modify requirements for uses that will be beneficial to the area and harmonious with the surroundings.
