§ 111.05 LIBERAL CONSTRUCTION RULE.
   The rule that a penal statute or ordinance is to be strictly construed shall not apply to this chapter and to its provisions or to any offenses defined hereunder. All provisions of this chapter and all offenses defined herein shall be construed according to the fair import of their terms to promote justice and to affect the objects of the law and the general purposes of this chapter.
