Upon filing of the application, either in person or by mail, payment of the necessary fees and providing proof of rabies vaccination, a license for the current year shall be issued to the applicant. The license tag shall be attached to the dog by means of a collar or harness, and it shall be unlawful to place this tag on any dog other than the dog for which the license was purchased.
