Upon failure of the owner or occupant to remove, destroy or eradicate such unsightly or deleterious objects, structures or disused or abandoned motor vehicles, or noxious weeds, trash, refuse or garbage, after such notice, the county shall proceed to abate such condition by removal, destruction or eradication.
