141.06 SPECIAL DUTY CONTRACTS.
   The Mayor is hereby authorized and instructed to enter into written agreements with public or private organizations to assign police officers to special police duty with such organizations where, in the opinion of the Mayor and the Police Chief, such duty serves the purpose of public safety, traffic control or public welfare. Such written agreements shall be approved by the Mayor and Director of Law and shall contain among others, the following provisions:
   (a)   Such police officer shall be specifically assigned to duty by and under the control of the Police Chief, and shall at all times be considered as being on official police duty.
   (b)   Such police officer may or may not be in full uniform depending upon the nature of the assignment.
   (c)   Such police officer, whether full or part-time, shall be paid by the Municipality at the officer’s actual rate now or hereafter established by the salary ordinance.
   (d)   The Municipality shall be reimbursed by the public or private organization requesting such services at the officer’s actual rate now or hereafter established by the salary ordinance, plus a fee for overhead amounting to forty percent (40%) of each police officer’s pay for such service. A minimum charge of four hours shall be paid by the organization even if actual hours are less than four.
   (e)   Such duties shall be restricted to the geographical limits of the Municipality.
   (f)   The Municipality will agree to furnish manpower only to the extent of its availability.
   (g)   Such agreement shall be subject to cancellation by either party within thirty days.
