1325.04 SIGN PERMIT REQUIRED.
   (a)    A fee as provided in Section 1313.22 shall be charged for each permit issued, except as specifically provided in this chapter.
   (b)    No sign permit shall be issued by the Building Inspector until application for the same shall have first been submitted to and approved by the Planning Commission.
