Unless specifically otherwise noted herein, each act or omission which is prohibited or declared unlawful in this code of ordinances is a violation, and in case no penalty of fine or imprisonment is otherwise provided, the offender, upon conviction, shall be fined not less than $5 nor more than $250 for each offense.
