§ 154.172 APPLICABILITY.
   (A)   Any building, structure, or use of land, when erected or enlarged, shall provide for off-street parking spaces for automobiles in accordance with the provisions of this section.
   (B)   When an existing building changes in use or is enlarged in floor area, number of employees, seating capacity, or otherwise that creates the need for an increase in the number of existing parking spaces, additional parking spaces shall be provided based on the following:
      (1)   When the floor area of a building or use is enlarged or expanded an amount equaling less than ten (10) percent, no additional parking is required.
      (2)   When floor area of a building or use is enlarged or expanded an amount equaling between ten (10) and fifty (50) percent, additional parking is required based on the enlargement or change.
      (3)   When floor area of a building or use is enlarged or expanded an amount equaling more than fifty (50) percent, the building or use shall fully comply with the parking requirements set forth herein.
      (4)   For residential uses, the number of additional dwelling units shall be parked according to Table 174-1 : Off-Street Parking Space Requirements.
   (C)   Parking plan. A parking plan shall be required for all uses except for detached single-family dwellings and two-family dwellings. The parking plan shall be submitted to the City Planner as part of the site plan application. The parking plan shall show the following:
      (1)   The boundaries of the property;
      (2)   Parking spaces;
      (3)   Access driveways;
      (4)   Circulation patterns;
      (5)   Drainage plan;
      (6)   Illumination plan; and
      (7)   Landscape and buffering plan.
