§ 39.18 CITY GOVERNMENT USE.
   (A)   General requirements.
      (1)   Where possible, each social media page/site shall include an introductory statement that clearly specifies the purpose and scope of the city’s/department’s presence on the website.
      (2)   Where possible, the social media shall link to the City of Morehead’s official website.
      (3)   Social media shall be designed for the target audience(s) such as youth, citizens, businesses or potential visitors.
   (B)   Procedures.
      (1)   All city social media sites or pages shall be approved bv the Mayor or his/her designee and shall be administered by the Department Head of the department creating said site/page.
      (2)   Social media shall clearly indicate that they are maintained by the City of Morehead and shall have city contact information prominently displayed.
      (3)   Social media content shall adhere to applicable laws, regulations, and policies including all information technology and records management policies.
         (a)   All content is subject to the Open Records laws.
         (b)   Relevant record retention schedules shall apply to all content.
      (4)   Where possible, social media pages should state that the opinions expressed by visitors to the page(s) do not reflect the opinions of the city.
      (5)   Social media shall clearly indicate that posted comments will be monitored and that the city reserves the right to remove obscenities, off-topic comments, and personal attacks and that any content posted or submitted for posting is subject to public disclosure.
   (C)   City-sanctioned use.
      (1)   City personnel representing the city via social media outlets shall do the following:
         (a)   Conduct themselves at all times as representatives of the city and, accordingly, shall adhere to all city standards of conduct and observe conventionally accepted protocols and proper decorum.
         (b)   Identify themselves as a member of the city.
         (c)   Not conduct political activities or private business on the city’s social media sites.
         (d)   Not make any statements about the guilt or innocence of any suspect or arrestee, or comments concerning pending prosecutions, nor post, transmit, or otherwise disseminate confidential information, including photographs or videos, related to city training, activities, or work-related assignments without express written permission from the Department Head over the social media site.
