(A) Carl D. Perkins Community Center. The following fee schedule is adopted for rental of facilities at the Carl D. Perkins Community Center.
(1) Everyone is to be charged a fee for the use of the Carl D. Perkins Community Center unless they are a part of the city government to the extent of being covered under its liability insurance policy.
(2) Definitions.
“COMMERCIAL RATE.” This rate shall apply to individuals, partnerships, corporations, LLC, or any other entity using the facility for the purpose of making a profit.
“MEETING RATE.” This rate shall apply to individuals, partnerships, corporations, limited liability corporations or any other entity using the facility for meeting or educational purposes only.
“NON-PROFIT RATE.” This rate shall apply to non-profit organizations. Proof of non-profit status must be provided at the time the lease agreement is signed.
“PRIVATE CITIZEN RATE.” This rate shall apply to all private citizens using the facility for social purposes such as reunions, family dinners, receptions, and the like. Also included are fundraisers by civic groups, benefit events and political fish fries.
(3) Facility lease agreement.
(a) All users shall execute a facility lease agreement with the City of Morehead. The facility lease agreement shall set forth the room, date and time for use of the facility. The rental amount and deposit shall also be stated in said agreement. The facility lease agreement shall be executed at least two weeks in advance of the scheduled usage. If the facility lease agreement is not executed at least two weeks in advance of the scheduled event, then the reservation may be cancelled and the facility declared available.
(b) The facility lease agreement shall be for a maximum of ninety (90) days.
(4) Fees.
(a) Reservation fee. A reservation fee of one-half (1/2) of the deposit fee shall be required for dates more than sixty (60) days in advance of usage date. Reservation fee will be credited toward deposit at time of facility lease agreement execution. Failure to act on a reservation shall result in forfeiture of the reservation fee.
(b) Deposit fee. A deposit fee in the amount of one hundred dollars ($100.00) shall be paid at the time the facility lease agreement is signed. The purpose of the deposit fee is to insure prompt return of the key, payment of the lease and proper cleanup . A deposit of two hundred fifty dollars ($250.00) shall be charged by the city for those groups who have proven destructive in the past or unreliable with payment. Deposit fees will be returned within twenty (20) days following rental if all requirements are fulfilled.
(c) Rental fees.
1. Multi-purpose room.
A. Commercial rate - two hundred dollars ($200.00) for one (1) to three (3) hours and fifty dollars ($50.00) for each additional hour.
B. Meeting rate and non-profit rate - one hundred dollars ($100.00) for one (1) to three (3) hours and thirty dollars ($30.00) for each additional hour.
C. Private citizen rate - fifty dollars ($50.00) for one (1) to three (3) hours and fifteen dollars ($15.00) for each additional hour.
D. Exclusive use fee - an additional fifty-dollar ($50.00) fee must be paid to guarantee exclusive use of the building when renting the multi-purpose room.
2. Meeting Room A.
A. Commercial rate - one hundred fifty dollars ($150.00) for one (1) to three (3) hours and twenty-five dollars ($25.00) for each additional hour.
B. Meeting rate and non-profit rate - eighty dollars ($80.00) for one (1) to three (3) hours and ten dollars ($10.00) for each additional hour.
C. Private citizen rate - forty dollars ($40.00) for one (1) to three (3) hours and ten dollars ($10.00) for each additional hour.
3. Meeting Rooms B, C, and D.
A. Commercial rate - one hundred dollars ($100.00) for one (1) to three (3) hours and twenty-five dollars ($25.00) for each additional hour.
B. Meeting rate and non-profit rate - sixty dollars ($60.00) for one (1) to three (3) hours and ten dollars ($10.00) for each additional hour.
C. Private citizen rate - twenty-five dollars ($25.00) for one (1) to three (3) hours and ten dollars ($10.00) for each additional hour.
(5) Cancellations. Cancellations must be received at least one week in advance of the scheduled event or the deposit will be forfeited.
