The Commission shall consist of five (5) persons to be appointed by the Mayor and to serve for a term of four (4) years or until their successors are appointed, except that the members first appointed shall be: one (1) for one (1) year, one for two (2) years, one (1) for three (3) years, and two (2) for four (4) years.
