To provide for the continuation, expansion and improvement of services to the citizens through responsible fiscal management by increasing staff; replacing and expanding the inventory of vehicles and equipment; making improvements and additions to existing facilities, streets, roads, parks, sewers, levees and waste disposal programs; providing for unanticipated expenditures and future development needs; and to provide for other permanent improvements and programs as deemed necessary by City Council there is hereby levied an additional tax on salaries, wages, commission, and other compensation, and on net profits as hereinafter provided.
