On the recommendation of the City Manager that real estate or interest therein owned by the City is no longer needed for any municipal purpose, Council, by ordinance, shall determine by a majority affirmative vote of the members elected to Council, that such real estate or interest therein is no longer necessary for any municipal purpose and may approve and authorize the Mayor, the City Manager or the Director of Finance to make such sale based on appraised values and execute the necessary documents to consummate the transaction.
