On the recommendation of the City Manager or any committee of Council that the City requires or needs real estate or an interest therein for any municipal or public purpose, which real estate can be acquired, Council, by ordinance, may, by a majority affirmative vote of the members elected to Council, determine the necessity of acquiring such real estate or interest therein, approve such purchase and authorize the City Manager to make such purchase and expend the necessary funds therefor.
