156.03 RESPONSIBILITY FOR CITY VEHICLES.
   (a)    The City garage shall have responsibility for maintaining the City's fleet in conjunction with the designated person within each division. A complete inventory shall be maintained on the City's fleet, including a repair and maintenance log necessary for the proper monitoring of the use, cost and proper performance of such vehicle.    
   (b)    The repair and maintenance of all City vehicles shall be the responsibility and authority of the City garage. The City garage shall repair and maintain all City vehicles in a cost effective manner and shall monitor the performance of vehicles and advise the appropriate division representative of those vehicles that perform below standard.
   (c)    Each department or division head shall be responsible for efficiently managing vehicles assigned to their department or division. The acquisition and continuation of City vehicles by departments shall primarily be a management and budgeting decision, made in accordance with an evaluation of departmental needs.
