155.01 BASIC PERSONNEL POLICY.
   (a)    Application. The provisions of this section shall be applicable to all classified employees, unclassified employees, supervisory employees, department heads and division heads of the City.
   (b)    Appointment and Selection. The City Manager shall, in accordance with Section 5-3 of the City Charter, make all selections and appointments of employees. Such selections and appointment shall be based on merit and fitness, and subject to additional requirements as adopted by each department head and approved by the City Manager.
   (c)    Work Week and Hours. Work periods shall be uniform for all employees except in case of police, fire, street or others consistent with union provisions and as approved by the City Manager.
   (d)    Direction and Supervision. Each department head shall adopt a set of rules and regulations for employees supervision and duty assignments for his department. The rules shall be enforced consistent with City policy for the performance of that duty and subject to the approval of the City Manager.
   (e)    Pay Period and Scale. Pay period shall be upon dates as specified by the City Manager in a pay scale range as covered by separate resolution and approved by Council and to be implemented at the discretion of the City Manager.
   (f)    Benefits. Employees benefits are to include vacation earned, sick leave earned, Public Employees Retirement (PERS), holiday pay, special leaves of absence with or without pay, hospital and life insurance, injury benefits (workmen's compensation) and other benefits the City Manager determines for the best interest and welfare of the employees. The City Manager shall approve the detailed administration of the employees benefits but shall not institute or initiate any benefit requiring expenditures in an amount in excess of the appropriations approved by Council.
   (g)    Retirement and Separation. Separation, retirement or dismissal, for cause or other reason, shall be made by the City Manager consistent with rules and procedure in effect by the Merit Commission, labor contract, Charter provisions or other rules hereafter adopted and subject to rights of appeal as is applicable. Dismissals may be recommended by a department head after review and concurrence by the City Manager and as provided in the Charter.
   (h)    Conflict. In the event of any conflict between this section and any other ordinance or resolution this section shall prevail and prior ordinances or resolutions conflicting therewith are hereby repealed.
