559.13 CULPABILITY.
   (a)   A violation of Sections 559.06, 559.10, 559.11, or 559.12 shall be construed to be a strict liability offense.
   (b)   A violation of Section 559.09 shall be construed to be a strict liability offense as to all Owner(s). Negligence, as defined in Moraine Codified Ordinance Section 501.08, shall be the standard of culpability as to all other persons who violate Section 559.09.
