Public nuisance properties as defined herein present health, safety, and welfare concerns to the City, and have a negative impact upon the quality of life, safety, and health of the neighborhoods in which they are located. Said nuisances create a financial burden to the City as a result of calls for service for nuisance activities which repeatedly occur at these locations. This Chapter is enacted to, inter alia, lessen that burden and hold accountable those persons responsible for said properties, and remedy nuisance activities which occur in the City and affect citizens by providing a process for abatement.
