All contracts for services provided by professional engineers, architects and land surveyors shall be awarded as herein below set forth:
(a) The contract shall be awarded in the same fashion as the City awards contracts to other professionals for their unique services who are not specifically subject to the contract award provisions of Ohio R.C. 153.01 et al. and specifically Section 153.65 - 71, the Design Professional Selection Law.
(b) In awarding a contract for professional services pursuant to subsection (a) hereof the City may (but is not required to) use any portions of the Design Professional Selection Law it deems appropriate in making an award of contract for professional services it being the intent of the City of Moraine, Ohio to be able to obtain the services of professional engineers, architects and land surveyors in the same fashion that the City obtains the services of other professionals judged to be the most highly qualified for the particular project at hand, and at the same time having the flexibility to move the process in an expeditious fashion.
