121.01 COMMITTEES OF COUNCIL, SECONDING OF MOTIONS, AND USE OF UNANIMOUS CONSENT FOR ROUTINE QUESTIONS.
   (a)    Legislation May Be Referred to Committee. The Law Director shall prepare all ordinances and resolutions requested by a majority vote of Council or pursuant to Section 121.02. When prepared, legislation may be referred to the committees concerned with the subject matter of the ordinance or resolution. The committee shall then report on the ordinance or resolution at the next Council meeting. If a majority of Council requests the preparation of an ordinance or resolution, but the committee recommends in its report that the legislation not be passed, and gives its reasons therefor, Council may accept or reject any committee report, in whole or part. The committees to which legislation is referred shall not concern themselves with the fulfillment of legal requirements. They will only determine whether the subject matter has been fully covered.
   (b)    Seconding of Motions. The seconding of motions during any proceedings of Council or Committees and Commissions appointed by Council is not required to bring a motion to a vote.
   (c)    Use of Unanimous Consent. In order to expedite business on routine, non- controversial matters, during meetings of Council or Committees and Commissions appointed by Council, the presiding officer may request that action and/or approval be taken by unanimous consent. Unless a member of the body objects, such action/approval shall be deemed approved by unanimous consent. If a member objects, formal motion and roll call voting shall be required.
