(a) The City Manager is hereby authorized to prepare and cause to be published a newsletter, based upon the information pertinent to the affairs of the City's government, and to cause the same to be distributed to the residents, property owners and businesses within the corporate limits of the City, and such other persons, firms or corporations, whether within or without the corporate limits of the City, as the Manager deems to be for the best interests of the City.
(b) Information relative to the contents of the newsletter shall be prepared, assembled and edited under the supervision of the City Manager.
