(a) No artificial lighting shall emit from a premises so as to be prejudicial to health and enjoyment of occupants of adjoining property, nor shall any artificial lighting be of such intensity, duration or direction as to constitute a nuisance.
(b) No artificial lighting shall be caused to shine directly on adjacent or neighboring property thereby affecting the neighbor’s right to use or enjoy his or her own property.
(c) Whoever violates or fails to comply with any of the provisions of this section, in addition to being subject to civil enforcement, is guilty of a fourth degree misdemeanor for the first offense and for each subsequent offense the person shall be guilty of a misdemeanor in the third degree. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
