1311.06 VACATION AND DEMOLITION BY CITY.
   (a)    City Action and Costs. If the owner, mortgagee or other interested person of the building or structure affected fails to comply with the order of the Building and Zoning Inspector, or the ruling of the Board of Appeals and Council after hearing, the Building and Zoning Inspector shall cause such building or structure or part thereof to be vacated and may cause the same to be repaired or demolished if the facts indicate that any delay will be dangerous to the public health, safety, morals or general welfare. As provided by Ohio R.C. 715.261 the costs of such repair or demolition shall be charged against the land on which the building exists or existed, as a municipal lien, or shall be recovered in a civil suit against the owner.
   (b)    Vacation and Demolition. In cases where the Building and Zoning Inspector deems that there is immediate danger to the life or safety of any person unless a dangerous or unfit building, as defined in Section 1311.01, is immediately vacated and repaired or demolished, the Building and Zoning Inspector shall cause the immediate vacation and repair or demolition of such dangerous or unfit building. The costs of such emergency repair or demolition shall be charged or recovered in the same manner as provided in subsection (a) hereof. (Ord. 290. Passed 9-23-69.)
