When any building or structure in the City is reported to the Building and Zoning Inspector to be dangerous to the public or to the persons occupying or using such building, or unfit for human habitation or occupancy, the Building and Zoning Inspector shall inspect such building. If any building or structure or portion thereof is upon inspection found to be imminently dangerous to the public or unfit for occupancy, the Building and Zoning Inspector shall immediately notify the owner of the property of the condition so found by his inspection, and shall order the owner to vacate the structure and institute the necessary repairs or other corrective measures. Such order shall be in writing, specifying the building, structure or portion thereof found to be dangerous or unfit, and specify the repairs to be made thereto, and direct such owner to cause such repairs to be made, or the building or structure to be demolished. The order shall direct that such repairs or demolition commence within a period of thirty days from service of notice and to proceed with repairs so commenced, or with demolition without interruption and with diligence until completed.
