927.06 INSPECTIONS.
   (a)    There shall be provided a full-time inspector at the site of the operation of any facility requiring a permit under this chapter. It shall be his duty to inspect each load of waste material being delivered to the facility and to enforce and carry out the provisions of this chapter relating to the safe and proper operation of the facility. He shall be responsible for arranging inspection of the site by Federal or Ohio EPA and County Health authorities whenever in his opinion he deems it to be necessary. He shall make a daily report of this inspection to the City Engineer.
   (b)    All costs sustained by the City by reason of the operation of any facility and the inspection thereof shall be deducted from the annual permit fee provided for in Section 927.03.
   (c)    Failure on the part of the person responsible to carry out any proper order of the City Engineer shall be grounds to commence proceedings for the revocation or suspension of the license issued herein.
