927.05 STANDARDS AND REQUIREMENTS.
   The planning, design and operation of any solid waste processing or disposal facility including but not limited to resource recovery systems, sanitary landfills, landfills, incinerators requiring a permit under this chapter, shall be in accordance with the following standards and requirements:
   (a)    Access roads suitable for use in all types of weather by loaded collection vehicles shall be provided to the entrance of the site or facility.
   (b)    Provision shall be made for weighing or measuring all solid waste delivered to the site.
   (c)    Telephone or radio communications shall be located at the site.
   (d)    Adequate equipment for minimizing fire hazards shall be available at the site. Necessary measures shall be taken to prevent and extinguish fires.
   (e)    No salvage or reclamation of materials shall be permitted. Scavenging shall be prohibited.
   (f)    Vector control procedures shall be carried out to prevent health hazards or nuisances.
   (g)    Daily operational records, including daily written logs, listing the types and quantities of solid waste received shall be maintained and shall be made available to the City Engineer or his designated representative upon request.
   (h)    Equipment provided for the operation shall be in operable condition, adequate in size and performance capability to continuously conduct the disposal operation in accordance with these standards.
   (i)    In regard to sanitary or other landfills, the following standards and requirements are established.
      (1)    All solid waste shall be spread and compacted in shallow layers, not exceeding a depth of two feet. Compacting of the solid waste shall be accomplished by repeated passages of landfill equipment.
      (2)    Unloading areas shall be restricted to the proximity of the working face.
      (3)    The burning of solid waste is prohibited.
      (4)    Provisions shall be made to prevent dust from causing health or safety hazards and nuisances.
      (5)    To control dust and mud problems, the roads leading to the unloading area on the site shall be paved.
      (6)    The size of the working face shall be confined to an area no greater than can be easily compacted and covered daily with available equipment.
      (7)    Portable fencing constructed of wire mesh or other suitable material shall be used to control blowing litter and shall be located in the immediate operating area downwind from the working face. As needed, additional litter control measures shall be ordered by the City Engineer. The entire area shall be adequately policed and litter shall be collected daily from fences, roadways and tree line barriers.
      (8)    A uniform twelve inches compacted layer of daily cover material shall be placed on all exposed solid waste at the end of each working day.
      (9)    The disposal of solid waste shall be prohibited in areas where continuous or intermittent contact occurs between solid waste and the groundwater table.
      (10)    The disposal of sewage liquids and solids, liquids and hazardous waste is prohibited.
      (11)    The operation of a sanitary landfill, or landfill shall be limited to the hours between 8:00 a.m. and 6:00 p.m., excluding Sundays and holidays, and shall be strictly complied with.
   (j)    Solid waste incinerator facilities shall be operated in accordance with prevailing Federal, State and County air pollution control codes and regulations and other requirements as may be necessary for proper incineration.
   (k)    No disposal facility shall be located so as to obstruct any natural drainage channel.
   (l)    A competent attendant or site operator shall be on the site during all hours the facility is open for use. The attendant shall direct all operations and be held responsible for the satisfactory operation of the facility. He shall be served with all notices regarding the operation of the facility.
