Whoever fails or refuses to perform any duty required by this chapter shall for the first offense be deemed guilty of a minor misdemeanor and shall be fined not more than one hundred fifty dollars ($150.00), and for each and every subsequent offense within six months after the previous offense shall be deemed guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days or both. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
