All persons vacating or removing from any dwelling, storeroom or other building or structure within the City shall collect all ashes, garbage and rubbish from such building or buildings, and the grounds appurtenant thereto, in proper receptacles and place such receptacles in the usual and customary places for removal by the City in the course of its garbage and waste removal, and shall place the premises in a thoroughly sanitary condition within twenty-four hours after the premises are vacated. The owner of the premises shall also be liable for such sanitation of vacated premises within twenty-four hours after the premises are vacated.
