923.04 COLLECTION SCHEDULE.
   It shall be the duty of the City Manager, upon consultation with the Service Committee of Council and with the consent of a majority of Council, to arrange a schedule of days for the collection of waste in the several parts of the City and to arrange for the collection of same in accordance with that schedule. The City Manager shall inform every resident, person, firm or corporation in the City by appropriate means of the schedule of collection.
