(a) No person shall place in any vessel or other container provided for the holding of waste any material recognized as an industrial by-product, or any highly explosive material or any poisonous substance whatsoever.
(b) Containers for the holding of waste materials shall be of such construction as to be watertight. Containers with a lid or cover shall have such lid or cover kept in place, except when necessarily removed or opened in the use of such vessel or container. Containers such as commercial trash bags shall be secured in such a manner as to be watertight. All waste containers of a reusable nature shall be kept clean.
