911.05 NONCOMPLIANCE; ABATEMENT AND COST RECOVERY.
   (a)    No person, firm or corporation found to be discharging or causing to be discharged any storm water, surface water, ground water, roof run-off, sub-surface drainage, uncontaminated cooling water or unpolluted industrial process water into any sanitary sewer in the City and having been notified by the City Manager or his designee to cease and desist such flow of waters in the sanitary system, shall fail to correct such violation within thirty days of such notice.
   (b)    The City, through its authorized officials, is hereby granted the right to enter upon such premises and to correct the violation complained of and to charge the cost of such work to the owner of the real estate if the owner can be found within the City, and if such owner cannot be located within the City then such costs shall be charged to the tenant of the structure.
