(a) If such connections are not constructed within thirty days after service of notice or the date of first publication thereof, the work may be done by the City and the cost thereof, together with a charge of five percent (5%) of such cost, assessed against the lots and lands for which such connections are made, and the total of such assessments shall be certified and collected as other assessments for street improvements.
(b) No property owner shall be required to construct such connections farther from the street main or sewer than the inner line of the curb.
