(a) Establishment; Membership. There is hereby established a City Tree Board which shall consist of the entire membership of the Parks and Recreation Board as established by Section 7.4 of the City Charter. The Tree Board shall be a subordinate committee of the Parks and Recreation Board.
(b) Tree Board Meetings. Board meetings shall be separate from Parks and Recreation Board meetings, consist of the entire Parks and Recreation Board, and held to discuss tree related matters. Board meetings shall be held upon the call of the Director of Parks and Recreation upon notice and agenda in accordance with Chapter 128 of the City’s Codified Ordinances.
(c) Term of Office; Compensation.
(1) The Board shall be composed of five (5) electors, appointed by the Council in staggered terms for terms of two (2) years.
(2) Members of the Board shall serve without compensation.
(c) Powers and Duties. It shall be the responsibility of the Board to study, investigate, counsel, develop or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. The plan will be presented annually to the Council, and upon its acceptance and approval, shall constitute the official comprehensive City Tree Plan. The Board, when requested by Council, shall consider, investigate and make findings, report and recommend upon any special matter or questions coming within the scope of its work.
(e) Operation; Rules and Regulations. The Board shall be governed by the rules, procedures and bylaws of the Parks and Recreation Board and shall keep minutes of its proceedings. (Ord. 1996-18. Passed 3-8-18.)
